Inv. Mefragata is a retired teacher of Don Bosco Technical College in Mandaluyong City. He worked with the Salesians of Don Bosco for many years, in DB Victorias Negros Occidental, in DB Tarlac and in DB Mandaluyong.
Since the early 70’s, he was involved in the training of Science and Technology teachers of private schools nationwide. He was project implementor and chief trainer of the Don Bosco-Phil-Misereor, (Germany) Project under Fr. George Schwarz, SDB. The project aimed at upgrading the capabilities of Secondary Teachers throughout the Philippines. The project and the funding continued up to year 2000. About 60,000 private school teachers were trained. In 1990 a group of US Peace Corps Volunteers experienced the interactive science that the uses in teacher training.
In 2002 when he retired from Don Bosco as the Head of all Technical Departments in DB Mandaluyong from Basic Education Department and former Director of the Industrial Technican Course (ITC), he was commissioned by the National Educators Academy of the Philippines (NEAP) of the DepEd and the Jesus V. Del Rosario (JVR) Foundation to retrain all public secondary physics teachers in the Philippines. He finished training 2,300 teachers in 16 regions and developed more than 70 regional trainers.
He worked with CEAP, PAPT, PAPI, MSU, NDEA, ATENEO, UPNISMED, RVM and other institutions and professional organizations. He is a consultant and regular trainer of the Philippine Physics Society (PPS) based in Dumaguete City.
In 2012-2015 he is Managing Director of the Education and Training Bureau of the Filipino Inventors Society. He establishes Junior Chapters of the FIS in cooperation with different schools (both public and private).
On request, he trains teachers in Elementary Science, General Science, Physics, and Technology and Livelihood Education (TLE)
In the training, he supplies low cost science apparatuses which are locally produced and which can easily be replicated by teachers and students in their own schools.
Every year since 2002 he touches the lives of more than 1,500 teachers in different regions of the country.
